Your hair is gorgeous. Do NOTHING to it. You could style it down or in a partial ponytail w/ bangs down.
Wear a foundation or cover up. Also apply dark brown mascara (Maybelline Great Lash) and black eye liner on lower and/or upper lid (Maybelline line stylist), and light Pink eyeshadow (Try Maybelline Seashell). Nothing for your lips. They are beautiful!! Also remember to smile!! You can buy all this at Wall-Mart, K-Mart, or C.V.S. Pharmacy.
First off, you have so much potential to be gorgeous. I mean like drop dead gorgeous. You have pretty lips and nice eyes and you could do alot with your hair. First off wash it. It looks a bit limp and greasy. Really condition it and then straighten it. You'd look great with side swept bangs so try cutting long bangs with a deep sidepart,particularly left. Then add blonde highlights to give your hair an added boost. and dust bronzer on your cheek forehead and chin to give you a healthy glow. (lancome bronzer is amazing: Rub a light pink lipstick high on your cheekbones for a nice healthy glow. Add some dark brown mascara to your lashes. Black for your hair color is too emo. You could really rock the Roxy surfer chick look, if you had a tan. Slick on some pink tinted lipgloss or the light pink lipstick from before and rub it in really well or dab on some nude/matter lipstick and rub it in really well.

Most importantly remeber to straighten the hair, because once the hair looks great the rest will fall into place. Ppl notice everything, such as schipped tacky nailpolish so always go with a pretty pink or pastel colored polish. Black is so 2005-06. Hair: After your shower, put in some wave gel (Curls Rock! by BedHead) and let hair dry or use a hairdryer on low heat to dry. Don't put too much gel in, otherwise your hair will have the ';wet'; look to it. Straighten your bangs.
Makeup: Use some liquid foundation and some powder foundation over it to give you a nice bronzed look. For eyeshadow, you can go on eyeslipsface.com to get eye-color enhancing shadow for a dollar. Use some brown pencil eyeliner to make thin lines under your eyes and on your top lid and use some brown mascara on your eyelashes. You can get all this makeup online at eyeslipsface.com for $1 each. They're cruelty free and their ingredients are hypoallergenic.
You're pretty, and you have great skin.
I'd start with your hair. Right now the color is a little brassy, so I would say you could put some violet toner in it to calm the color down a little, and then you could put some very subtle thin lowlights in to add some dimension. Your hair texture looks like it's pretty great, so the lowlights would really just enhance what you already have. If going slightly darker isn't your thing, though, I think your skin tone could actually handle going at least 2 shades lighter with the whole color.
For makeup, you're already very pretty. A little light brown liner and brown mascara is all I would do if I were you, but if you're looking for a little more you could sweep a shimmery taupe shadow on with a slightly darker brown shadow in the crease of your eye. Also, a heavier eyeliner line across the top lid would emphasize your eyelashes. You could also look great with a little bit of peachy blush.
For clothes, steer towards warmer colors. I'm not really sure what your personal style is, but it seems to me that warm textured fabrics would really complement your skin tone.
